When you are contacting the broker by email , you should have an introduction, list the terms the bank broker needs in order to create your offer (vesting, length of closing/escrow, inspection period, price of course, as-is) and ASK the broker if that price seems reasonable and ASK for their advice, and state very plainly that you WANT representation and you do not have a broker representing you!!
